Public engagement is critical to the success of the Advance Morehead City project. City staff and the consulting team are devoted to making sure that anyone who wishes to be involved and share input or feedback on the project may do so at numerous points throughout the process.
The table below summarizes the anticipated public engagement options throughout the project.
Public engagement during Advance Morehead City is targeted to technical experts and interested parties in the earliest stages and broadens to the general public after initial draft materials are ready for consideration.
This webpage is established as a conduit of information about the project, includes draft work products, status updates, and many other elements designed to keep folks informed about our progress. This webpage will be maintained and updated throughout the course of the project.
The table below provides a detailed project schedule by task, and provides tentative dates for meetings, presentations, and visits to Morehead City by the consulting teams. Dates are subject to change and it is important to check the webpage frequently to ensure you are getting the most up-to-date information.
The project is overseen by the City’s UDO Steering Committee (a group of senior City staff members) who will be meeting at least six times (starting on February 12, 2024) throughout the course of the project to consider draft work products and provide initial reactions to project concepts.

Advance Morehead City includes five public forums at key points in the project, such as the Ideas Forum, Code Diagnosis, and at each of the two stages in the drafting portion of the project. Public forums are structured as open houses where a summary presentation is given and there is time for informal questions and answers. Some public forums (like those associated with the new Zoning Map) may be set up as public workshops with numerous different “stations” where residents and interested individuals can speak directly to City staff or the consulting team. All public forums will take place in person and be located in Morehead City. Details on public forums will be posted in the Latest News section on the home page HERE.
Each draft work product produced for the project will be posted under the DOCUMENTS tab along with associated presentations and related work products.
The adoption process includes at least two public meetings for interested individuals to attend and share input on the proposed regulations with the Planning Board or the City Council.
The consulting team presented the Code Diagnosis in July of 2024 and is now preparing the Annotated Outline and the Initial Draft of the new UDO. The consulting team plans to review the Annotated Outline with the Planning Board in August or September of 2024. The Initial draft of the UDO and the new Zoning Map will be ready for public discussion in December 2024. In the meantime, please take the opportunity to download the Code Diagnosis from the Documents tab and review it.
